Family, Advocates, and Senator Pérez Call for REPAIR Act One Year After Monrovia Tragedy

SB 1103 would require major home improvement retailers to disclose what they know about federal immigration enforcement activity at their stores

Monrovia, CA — California State Senator Sasha Renée Pérez will join the family of Carlos Roberto Montoya Valdez, immigrant rights advocates, and community leaders on Friday to urge passage of SB 1103, the REPAIR Act.

Carlos Roberto Montoya Valdez tragically died during an ICE enforcement operation at the Monrovia Home Depot on August 14, 2025. In the year since, these large home improvement stores have become a site of a national human rights crisis, with continued raids causing fear, violence and chaos.  Meanwhile, stores have done nothing to mitigate the crisis at their properties, even failing to share basic information with families and officials.  In response, Senator Pérez introduced the REPAIR Act (SB 1103), legislation that would require large home improvement retailers to publicly report immigration enforcement activity occurring on their properties and disclose policies governing surveillance, data-sharing, and employee interactions with federal immigration authorities.

The legislation would also authorize the California Attorney General to obtain documentation related to immigration enforcement activity through administrative subpoenas.
