Immigrant-rights groups are vowing to protest if the University of California hires Homeland Security Secretary Janet Napolitano to head its school system, saying her record as chief of President Obama’s immigration policy has been “an unmitigated failure.” Ms. Napolitano announced Friday morning that she has been nominated to take the helm at the school system. “We are pleased to see her go,” said Chris Newman, legal director for the National Day Laborer Organizing Network, which has battled Homeland Security’s detention policies. Mr. Newman said Ms. Napolitano will be remembered as the person who spread stiff immigration enforcement from her home state of Arizona, where she was governor, to the entire country, where her Se Communities program scours prison and jails looking for illegal immigrants to deport.
